Potential best value procurement in China

Brief:
Since open-door policy was practiced, Chinese construction industry has made significant expansions yet has experienced poor performance. The results of a survey, which was given to U.S. construction personnel on the best value procurement system, show professionals! misunderstanding of low performance is a major issue, and can be clarified through education. The purpose of this study is to introduce a successful educational program of best value procurement to China. The methodology is to carry out a survey to test the Chinese perception for similarities by comparing the results with those in the U.S.; to determine if Chinese construction personnel have the receptivity toward this educational program. Overall, the results of this study indicate that despite the difference in the Chinese and the U.S. construction industries, by improving the perceptions of construction personnel, the performance in Chinese construction industry can be improved.
