How to increase a vendor!s ability to identify and minimize risk

Brief:
Best value procurement encourages construction clients to review price and performance factors in making an award. The Performance Information Procurement System (PIPS) is a best-value system developed at Arizona State University. The PIPS process has documented 98 percent success in procuring projects on time and within the client!s budget. The PIPS process has several components that are necessary to determine the best-valued vendor, including a Risk Assessment Plan. This document is used to identify vendors with experience. The focus of this study was to analyze if modifications to the RA Plan would improve the vendor!s ability to identify and minimize risk. A study was performed on eleven PIPS projects procured at the City of Peoria. This research indicates that better educational documents resulted in improved RA Plans.
