Best Practices in Heavy Highway Estimation

Abstract: 

The aim of this research is to assemble a listing of accurate, reliable and consistent estimating practices and establish guidelines for project cost estimating for State Departments of Transportation. Current highway construction cost estimation practices will be documented. Critical issues that frequently create discrepancies between estimated and actual project costs need to be distinguished and analyzed. A variety of sources will be utilized throughout the course of this project. These will include cost estimation manuals, journal articles and past studies, DOT documents, and surveys of DOT personnel. Information from DOT's will be used to identify projects that went over budget and will help describe the conditions that led to the cost overruns. A synthesis document will be produced for the National Cooperative Highway Research Program that will document the results of this study. It will be structured as to allow for implementation into DOT practices and to allow effortless dissemination into the industry.
